Analysts say the recruitment methods resemble a “gig-economy” model of covert operations. Rather than deploying trained operatives directly, organizers allegedly outsource assignments to loosely connected individuals recruited online for small payments.

Tasks may initially involve photographing buildings, delivering packages, or conducting surveillance before escalating into criminal acts. Investigators believe this decentralized structure makes the networks more difficult to trace and disrupt.

Several reports suggest minors have also been recruited in countries such as Sweden, Belgium, and Norway.

Iran Denies Involvement

Iran has repeatedly denied involvement in attacks on Jewish or Israeli targets in Europe. However, Western intelligence agencies have increasingly warned that Tehran may be relying on criminal intermediaries and proxy networks to expand operations abroad while avoiding direct attribution.

Security experts warn that the trend could continue as tensions in the Middle East spill into Europe through cyber operations, online radicalization, and decentralized acts of violence.
